How the ordering earns its keep
A 77-field form with 0 flagged fields costs an operator nothing —
CS-24791 below is already cleared. A 52-field form with 11 flagged costs
more than either. Sorting by field count, arrival time, or even raw confidence
would put the wrong form first. The queue sorts by
flagged fields weighted by remaining SLA, which is the only ordering that
maps to actual operator minutes.
